Mthimkhulu joins SARCOF talks on climate security

The Executive Secretary of the Incomati and Maputo Watercourse Commission (INMACOM), Ms. Sindy Mthimkhulu, is representing the commission at the Southern Africa Regional Climate Outlook Forum (SARCOF-31) in Lusaka, Zambia.

The meeting, running from 8 to 11 September 2025 under the theme Closing the Early Warning Gap, brings together specialists from across Southern Africa to improve early warning systems for extreme weather and strengthen regional responses to climate change.

SARCOF, hosted by the Southern Africa Development Community (SADC) Infrastructure Directorate, draws participation from meteorology, hydrology, health, agriculture and infrastructure sectors. Experts use the platform to create forecasting tools and develop strategies to guide governments in protecting lives and resources.

Mthimkhulu explained that INMACOM depends on climate-related data from SARCOF to design dam management rules that reflect expected rainfall patterns. This also ensures that member states remain compliant with cross-border water allocation agreements, particularly where shared river flows are involved.
