MATSAPHA – Government officials, traditional leaders, academics, and governance experts will gather at Esibayeni Lodge from Tuesday, 4 June 2025, for a three-day Local Government Conference aimed at shaping Eswatini’s path toward a unified local governance system.
Organised by the Ministry of Tinkhundla Administration and Development in collaboration with the Ministry of Housing and Urban Development, the event seeks to align local government practices with Chapter 13 of the Constitution, which calls for a single, nationwide system of local government under the Tinkhundla model.
Running until Thursday, 6 June, the conference is expected to bring together voices from both inside and outside Eswatini under the theme “Tinkhundla System of Government: One Country; One System of Local Government.” 
International speakers expected at the event include Chief Chamuka VI from Zambia, Prof. Kwamena Ahwoi and Dr. Francis Adams from Ghana, and Dr. Francis Irungu Kang’ata from Kenya. Their presentations will be joined by local contributions from Ludzidzini Council members Ambassador Dr. Mathendele Dlamini and Hon. Mangomeni Ndzimandze, Senate President Senator Pastor Lindiwe Dlamini, and Human Rights Commission Deputy Commissioner Chief Dambuza Lukhele.
The conference will serve as a forum to discuss how Eswatini can modernise service delivery, decentralise administrative functions, and reinforce traditional leadership structures within a national framework.
