WINDHOEK, Namibia – Netumbo Nandi-Ndaitwah has appointed a new Minister in the Presidency, several Deputy Ministers and an Advisor as part of efforts to reinforce her Executive and fast-track service delivery under the Eighth Administration.
The appointments were announced at State House in Windhoek on April 2, 2026, in line with Article 32 subsection 3 i of the Namibian Constitution. The Presidency said the changes are intended to strengthen governance systems, improve coordination among government institutions and ensure national programmes bring visible change to citizens.
The President recalled that when she assumed office on March 21, 2025, her administration introduced structural adjustments across Offices, Ministries and Agencies, including the merging and reassignment of certain functions to improve efficiency. During that process, some portfolios were left without Deputy Ministers. She said the latest appointments are meant to reinforce implementation capacity and ensure government priorities are carried out effectively. 
According to the Presidency, most of the appointees were drawn from the National Council following the 2025 Regional Councils and Local Authorities Elections. The move is aimed at incorporating regional expertise into the Executive, broadening representation and promoting inclusive governance.

Honourable Moses //Khumub as Deputy Minister in the Office of the Vice President
Honourable Hambeleleni Ndjaleka as Deputy Minister of Health and Social Services
Honourable Hans Haikali as Deputy Minister of Works and Transport
Honourable Anselm Marungu as Deputy Minister of Environment, Forestry and Tourism
Honourable Wenzel Kavaka as Deputy Minister of Information and Communication Technology
Honourable Edward Wambo as Deputy Minister of Home Affairs, Immigration, Safety and Security
Honourable Theresia Brandt as Deputy Minister of Justice and Labour Relations
Honourable Hilma Nicanor as Advisor to the Minister of Defence and Veterans Affairs
President Nandi Ndaitwah said the appointments align with government plans to accelerate the implementation of the Sixth National Development Plan, particularly in infrastructure development, healthcare delivery, safety and security, job creation and improved access to public services.
She urged the new appointees to serve with diligence, integrity, discipline and patriotism, stating that public office carries a sacred responsibility to deliver results for the Namibian people. The President also said the Eighth Administration remains guided by pragmatism, integrity, accountability, meritocracy and inclusivity.
She congratulated the appointees and wished them well as they take up their national responsibilities.
