Mbabane – Eswatini Prime Minister Russell Dlamini has created a panel to investigate allegations of fraud at Eswatini Christian Medical University, founded by South Korean missionary Pastor Dr. Chong Yang Kim in 2010.
The committee, chaired by Mbuso Simelane, Managing Director of Inhlonhla; Setsabile Matsebula-Khumalo (Vice Chairperson); Mangaliso Magagula; and Lunga Dlamini, with Hlobsile Ndzimandze as secretary, has been given four weeks to complete and present their resolutions to the cabinet.
During this period, the committee is expected to conduct its investigations and submit its findings and recommendations to the government. The PM, in a press conference at Hospital Hill, said the committee is constituted in accordance with Section 3 of the Commissions of Inquiry Act, 1963 after ‘reports that have reached’ his office as well as clashes between the university leadership.
This investigation follows a separate parliamentary special committee established last summer to investigate claims of impropriety, maladministration, misconduct, fraud, and/or malpractice within the organisation.
The committee will further look into claims of misuse of power, dishonesty, teamwork in wrongdoing, conflicts of interest, problems with governance, and whether rules and policies were followed.
“The Commission will also identify any systemic weaknesses that may have contributed to the challenges experienced by the institution and make recommendations aimed at strengthening governance, accountability and institutional effectiveness,” he said.
“The government wishes to assure the nation that this exercise is intended to establish the facts, safeguard the integrity of the institution, and ensure that appropriate corrective measures are taken where necessary in the interest of students, staff, and stakeholders, as well as the country at large,” Dlamini said.
In 2013, the Eswatini government gazetted EMCU, acquiring control and establishing its status as a Category A Public Enterprise.
