Mbabane – The Ministry of Housing and Urban Development, working with the Ministry of Tinkhundla Administration and Development, convened key governance stakeholders at Hilton Garden Inn in Mbabane today for the signing of a Memorandum of Understanding that brings together the Municipal Council of Mbabane, Mbabane East Inkhundla and Mbabane West Inkhundla under one coordinated development framework.

The agreement was signed in Mbabane as part of government’s efforts to align urban governance with the Tinkhundla system. It seeks to replace fragmented institutional mandates with a unified model designed to improve service delivery for residents of the capital city.

Minister for Housing and Urban Development Appolo Maphalala MP described the signing as a turning point for the city. “This moment is a turning point for Mbabane, where longstanding operational silos are replaced by a shared purpose.”

Government says residents experience governance through the quality and consistency of services rather than through institutional boundaries. The MoU commits all parties to work together to deliver services in a seamless and citizen centred manner.

At the core of the agreement is what has been termed a Unified Front for Development. The framework connects the Mbabane Smart City vision with the grassroots reach of the Tinkhundla system. Under the joint stewardship of the two ministries, the parties will coordinate resource mobilisation for infrastructure and social programmes, develop shared data systems to improve targeting of services and strengthen fiscal discipline to prevent duplication of efforts and waste of public funds.

Maphalala said that although the MoU is not legally binding, it carries moral authority and institutional weight. He called for disciplined implementation based on accountability, mutual respect and commitment to national development goals. The arrangement, he said, is intended to promote collaboration rather than control, guided by a Service First approach that places citizens at the centre of decision making.

The Ministry of Housing and Urban Development has positioned the initiative as a model that can be replicated in other towns across Eswatini. Officials say it demonstrates how the Urban Government Act and the Tinkhundla system can work in a complementary and integrated manner to advance governance reform and urban transformation.

Through the agreement, government has pledged to improve infrastructure delivery, modernise services and build a more inclusive future for Mbabane residents as institutions align their efforts toward a shared national vision.
