Entebbe, Uganda – Tax commissioners and senior revenue officials from across Africa gathered at the Lake Victoria Serena Golf Resort and Spa in Entebbe, Uganda, on April 22, 2026, for the African Tax Administration Forum ordinary council meeting, hosted by the Uganda Revenue Authority.
The meeting brought together Commissioner Generals, Directors General and representatives from council member countries including Namibia, Burundi, South Africa, Rwanda, Botswana, Burkina Faso and Nigeria, to deliberate on governance, financial and operational priorities shaping tax administration across the continent.
The council meeting was officially opened by outgoing ATAF Chair Professor Edward Kieswetter, who reflected on the organisation’s growth into a leading continental institution, strengthening tax systems, advancing African-led solutions and shaping global tax discourse.
Kieswetter also introduced and welcomed the incoming ATAF Chair, Dr Ngobani Johnstone Makhubu, who also serves as Commissioner for the South African Revenue Service, expressing confidence in the organisation’s future direction. He further acknowledged the presence of newly appointed Botswana Unified Revenue Service Commissioner General Philiso Phodiso Valashia.

The meeting was chaired by ATAF Vice Chairman and Namibia Revenue Agency Commissioner Sam Shivute, who guided deliberations that saw members approve the ATAF Annual Report, Audited Financial Statements for 2025 and 2026, as well as 16 policies designed to align the organisation with global best practices in human capital and governance.
Members also approved the development of the ATAF IT Tax Administration System, known as ITTAS, which is set to benefit all member states once completed.
Uganda Revenue Authority Commissioner General John R. Musinguzi, who hosted the gathering, said the meeting offered an important opportunity for peer engagement. “Hosting fellow Commissioners General from 10 member states for the ATAF Council meeting. Always valuable to engage with peers on the realities we face and how we strengthen tax administrations across Africa through shared experience and practical collaboration,” he said.
Shivute also shared his thoughts after the meeting, saying “Through ATAF, serving our beloved continent Africa with passion.”
