MAPUTO – The Mozambican government has launched a National Tourism Master Plan aimed at reshaping the country’s tourism sector and attracting stronger private investment.
The plan was introduced on Wednesday in Maputo, where Secretary of State for Tourism Fredson Bacar outlined government’s strategy to improve the business climate and stimulate growth in the industry.
Bacar said the framework will introduce clear regulations, set investment priorities and strengthen coordination between the public and private sectors.
“The aim is to create a more predictable, organized, and attractive business environment where the private sector can invest with confidence,” he said.
He explained that the master plan will spell out specific actions and their associated costs, enabling improved planning and better mobilisation of financial resources.
The initiative is being supported by the World Bank, which has provided both technical and financial backing in crafting guiding instruments and implementing key projects.
Bacar noted that strengthening the business environment extends beyond policy reform. It includes infrastructure development such as roads, water supply systems, sanitation and security, all of which are viewed as critical in drawing investors.
“The private sector only invests where the conditions are created. It is up to the State to guarantee these conditions so that investment can happen,” he said.
According to Bacar, the instruments under development are also expected to support the organisation of tourism destinations, identify priority zones and unlock local potential, with direct benefits for employment creation and income generation within communities.
Laurent Corthay, World Bank representative in Mozambique, said the tourism sector requires collaboration across various government departments and institutions.
“The tourism sector is not just the responsibility of one ministry. It is highly multi-sectoral and requires participation from sectors as diverse as environment, transport, interior, security, police, and also at the local level,” he said.
