Namibia opens public talks on new immigration law

Windhoek – Namibia has begun a nationwide consultation process on a proposed Migration Bill that seeks to overhaul the country’s immigration laws, with the exercise set to cover all 14 regions between 20 May and 5 June 2026.

Minister of Home Affairs, Immigration, Safety and Security Lucia Iipumbu officially launched the stakeholder consultations on Tuesday in Oshakati, marking the start of a process that will give the public and key stakeholders a say in shaping the country’s new migration framework.

The proposed bill seeks to replace the current Immigration Control Act of 1993, addressing what the government describes as existing challenges and shortcomings in the law while improving efficiency, strengthening national security, and modernising the administration of entry and exit of persons into and out of Namibia.

Speaking at the launch, Minister Iipumbu said the consultations give stakeholders and members of the public an important opportunity to contribute their views and recommendations towards shaping the proposed law. She encouraged all participants to engage openly and constructively as government works towards developing “a migration system that is fair, secure, efficient and responsive to the national interest.”

Among those present at the launch were Oshana Region Governor Hofni Iipinge and Omusati Region Governor Immanuel Shikongo.
