Addis Ababa, Ethiopia – The African Tax Administration Forum (ATAF) contributed to the Africa Regional Consultation on the Operationalization of the Sevilla Commitments on Financing for Development, held from July 1 to 2, 2026, at the United Nations Economic Commission for Africa (UNECA) Headquarters in Addis Ababa, Ethiopia.
The consultation was co-hosted by UNECA and the African Union Commission (AUC).
Representing ATAF, Ms Leila Kituyi, Head of Strategic Partnerships and International Cooperation, contributed to the high level discussions by moderating the parallel session on Domestic and International Public Resource Mobilisation, while also participating as a panelist during the Action Plan and Way Forward session. 
The discussions explored how stronger tax policy, effective tax administration, digital transformation, international tax cooperation and coordinated development partnerships can expand Africa’s fiscal space and strengthen sustainable domestic resource mobilisation.
During her intervention, Kituyi said: “Effective tax administration is fundamental to delivering the Financing for Development (FfD4) Sevilla Commitments. Achieving stronger domestic resource mobilisation requires more than policy commitments—it demands modern, capable and digitally enabled tax administrations that can implement reforms, improve compliance, enhance taxpayer services, leverage data and technology, and mobilise sustainable revenues to finance Africa’s development priorities.”
She further pointed to ATAF’s commitment to supporting member countries through practical implementation support, technical assistance, peer learning and institutional capacity development.
In particular, the organisation’s Revenue Action for Development in Africa (RADA) programme, endorsed by its member states, is supporting tax administrations to accelerate digital transformation, strengthen data driven tax administration, leverage emerging technologies and build resilient, future ready revenue institutions.
Through RADA, ATAF is helping translate the ambitions of the Sevilla Commitments into practical reforms that strengthen domestic resource mobilisation and improve tax administration across the continent.
The organisation extended its appreciation to UNECA and the African Union Commission for convening the regional consultation, and to all participating governments, regional institutions and development partners for their contributions.
ATAF said it remains committed to working alongside its member administrations and partners to translate the Sevilla Commitments into tangible reforms that strengthen tax administration, mobilise sustainable domestic revenues and advance the aspirations of Agenda 2063 and the Sustainable Development Goals.
